California ballot measures deserve more than a campaign slogan or a one-line recommendation. A useful analysis should identify the measure’s actual legal text, existing law, fiscal effects, administrative consequences, supporters’ and opponents’ documented claims, and the historical context that produced the proposal.

Questions to ask

  1. What does the measure actually change in statute or the Constitution?
  2. What problem was the measure intended to address?
  3. What was the original purpose of the relevant law or initiative process?
  4. Who administers the resulting policy?
  5. What fiscal effects are documented by official analysts?
  6. What arguments are being made by supporters and opponents?
  7. What uncertainties remain?
